While at the National College of Natural Medicine, Dr. Garcia taught Naturopathic medical ethics for many years. In 2006, on behalf of the Oregon Board of Naturopathic Examiners, he organized and presented with Michael H. Cohen a conference titled “Naturopathic Ethics in the 21st Century.”
Dr. Garcia is one of the pioneer complementary practitioners in Oregon to earn a Certificate in Bioethics through a joint program sponsored by Portland State University, Oregon State University, and Kaiser-Permanente.
